Is it strong enough to take a rough file?

Yes, you can climb on it and ride it with your full weight. But need climb up on it skillfully because of it material properties. It can be easily popped by concentrated pressure even such as elbow stroke, punch or so.

Very nice dragon! Is it a helium inflate? Probably very soft (and thin) x3

Classifying it to a helium inflate is not wrong. And indeed, it's really thin, but comes to the softness, it depends on how much air you've put in it.In my way, it's soft because it's thin, just like a plastic bag. So you ride on it, you can feel like being surrounded.
